The Heinrich-Böll-Stiftung (hbs) is a non-profit organisation and forms part of the global Green Movement. Headquartered in Berlin, Germany, hbs has a network of over 30 offices around the world. It advances political and socio-economic transformation through civic engagement and political dialogue.

In 2021, hbs established the Horn of Africa Office, dedicated to Ethiopia, Sudan, and Somalia/Somaliland. Coordinated from Nairobi / Kenya, but working through a decentralized structure, the office supports the democratic transitions to which all countries of this region have committed. We are working to strengthen reform actors in civil society and state institutions, to analyse key transition issues, to network stakeholders, academics, experts and civic actors, and to inform European politics towards a constructive engagement in the Horn of Africa.

The Horn of Africa Office also hosts the African Migration Hub, whose geographical scope spans the continent. It supports the development of innovative, humane, and socially just approaches to migration governance within, and from Africa. It calls for greater engagement by policy-makers in Europe with African perspectives. At the same time, it fosters dialogue among stakeholders in Africa. These objectives are pursued through the creation and dissemination of informative and analytical content in diverse formats; by establishing platforms for marginalized constituencies, and by facilitating exchange at many levels. Its coverage of internal and international mobility and displacement focuses on three thematic areas: environment, gender, and new regimes of border management.
